GREAT ACHIEVEMENTS: " Life should be great rather than long "

ON THE STRENGTH OF OUR (W&P) SC, ST EMPLOYEES WELFARE ASSOCIATION, HYDERABAD, WE HAD “GREAT ACHIEVEMENTS” IN ACCORDANCE WITH THE CONSTITUTIONAL SAFEGUARDS- ARTICLE-16-4A (85^th AMENDMENT ACT-2001:

👉           Smt. D.Vijaya (ST), has been working as Sr.Asst., belongs to Zone-VI and due to “inadequate representation of ST” as on 01.09.2012 i.e., One Sri. D. Baliram (ST) Supdt., have approved in the DPC for the Panel Year 2012-13 for next higher promotion as Asst.Pay & Accounts Officer (W&P) and joined in the cadre of ‘APAO(W&P)’ on 06.09.2013.  Hence we represented to the Government w.r.t the G.O.Ms.No. 154, SW (ROR-I) Dept., dt.30.07.2008 (Click to download G.O.154). Hence, she has got promotion as Superintendent vide Govt.Memo.No.3997/F9(A2)/2013-3, Finance (W&P) Dept., dt.20.05.2014 (Click to download Memo.No.3997)  & Memo.No.1608/73/WA/Admn.II/2014, Fin. (Admn.II) Dept., dt.07.05.2015 (Click to download Memo.No.1608).

👉       Sri. E. Madhusudhan (SC), has been working as Sr.Asst., belongs to Zone-V and due to “Inadequate representation of SC” as on 01.08.2015 (01.09.2015) i.e., One Sri. G. Kumaraswamy (SC) Supdt., has retired on 31.07.2015 (AN). At that time, available Roster Point is 58 ST(W) therein adequate representation in the ST Community. Hence, we represented to the Government to “compensate the Roster Point, 58 ST(W) to SC Community” instead of filling with “General Candidate”. Hence, he has got promotion against the Roster Point-58 ST(W) as Superintendent duly compensating the Roster Point-62 SC to ST(M/F), shall be filled in the event of inadequate representation in the ST Community vide Govt.Memo.No.970/166/Finance/WA/ Admn.II/2015, dt.27.08.2015 (Click to download Memo.No.970).

👉          Sri. P. Muthanna (SC), has been working as Superintendent, belongs to Zone-VI and due to ‘inadequate’ representation of SCs in the cadre of “Asst.Pay & Accounts Officer(W&P)” we represented to the DWA/TS/HYD and Administrative Dept. of Secretariat i.e., Finance (WA-Admn-II) Dept., But both the competent authorities has not considered representation. We approached to the Chairman of the DPC and Member & Convenor (GAD-Ser) of the DPC has given representation for implementation of “Rule of Reservation for filling up Roster Point-2 SC(W) against the Cycle Point-2 of “Section Officers”. Further, the Departmental Promotions Committee has been considered our plea and included his name against the  Roster Point-2 SC(W) of Male eligible Superintendent  of Cycle Point-2 as per Works Accounts Service Special Rules,1998 read with G.O.Ms.No.300, Fin. (WA-II) Dept., dt.13.10.2008 (Click to download G.O.No.300) vide promotion G.O.Ms.No.50, Fin. (Admn-II) Dept., dt.29.04.2016 (Click to download G.O.No.50).

👉       In accordance with the G.O.Ms.No.789, GA (SC/ST Cell) Dept., dt.31.12.1976 (Click to download G.O.No.789), we have represented to the Government to nominate a “Liaison Officer” in the Directorate of Works Accounts, TS, Hyderabad, to look after the grievance of the SC, ST employees in the department. On the serious persuasion of our Welfare Association, as the Government has issued orders to the Director of Works Accounts, TS, Hyderabad to nominate a Liaison Officer. Subsequently, the Director of Works Accounts, TS, Hyderabad, has nominated a “Liaison Officer” from the “SC Community” of “Pay & Accounts Officer(W&P)” Smt. D. Muni Kumari vide Proc.No.DWA/TS/ Hyd/Sn.I/Admn/EC.I/ 2016-17/332, dt.17.11.2016 (Click to download Procd.No.332).

👉       Sri. M. Yadagiri (ST), has been working as Superintendent and due to “inadequate” representation of ST, since formation of the Telangana State in the cadre of “APAO(W&P)”; On the suggestion of our Welfare Association, he represented to the Administrative Secretariat Dept., i.e., Fin. (Admn-II) Dept., and the Director of Works Accounts, TS, Hyd has included his name against the Roster Point-8 ST(W) and Cycle Point-8^th Superintendent and DPC for the Panel Year 2016-17 has been approved vide G.O.Ms.No.126, Fin.(Admn-II)Dept., dt.31.08.2017 (Click to download G.O.No.126), hence promoted as Asst.Pay & Accounts Officer(W&P).

    

👉       Sri. A. Kumaraswamy has been working as Sr.Asst., (ST) belongs to Zone-V and due to Sri. M.Yadagiri, Superintendent has approved and included his name in the DPC for the Panel Year 2016-17 for next higher promotion as “Asst.Pay & Accounts Officer(W&P)” against the Roster Point-8^th ST(W) and Cycle Point-8^th Superintendent. On the suggestion of our Association two Sr.Asst’s belongs to ‘ST Community’ i.e.,       (1) Sri. A. Kumaraswamy (ST), Sr.Asst., (2) Smt. J. Haritha (ST), Sr.Asst., both belonging to Zone-V, were represented to the Joint Director of Works Accounts, L.M.D Colony, Karimnagar Dist., and also represented to the “Liaison Officer” of our department for promotion as Superintendent against the Roster Point-62 SC compensated to the ST as per Govt.Memo.No.970/166/Finance/WA/Admn.II/2015, dated 27.08.2015 (Click to download Memo.No.970). As ‘Liaison Officer’ addressed a letter to the HOD i.e., Director of Works Accounts, TS, Hyd to cases as per the legibility of the individuals under the ROR vide letter No.Liaison Officer/RoR/ 2017-18/1, dt.01.11.2017 (Click to download Implementation of RoR). Further, the HOD i.e., Director of Works Accounts, TS, Hyd has issued clarification to the JDWA/KNR on request of JDWA/KNR duly taking into consideration of Liaison Officer request and Govt.Memo.No.970/166/WA/Admn.II/Finance/ 2015, dt.27.08.2015 (Click to download Memo.No.970), as the case-law adopted in respect of Smt. D. Vijaya, Supdt.,  vide Memo.No.DWA/TS/Hyd/Sn.I/EC.2/2017-18/149, dated 21.12.2017. Hence, fully qualified & eligible candidate is available at that time Sri. A. Kumaraswamy, Sr.Asst., has been promoted as Superintendent against the Roster Point-62 SC by “Notionally” with effect from 03.10.2017 vide ProceedingsNo.JDWA/K/Admn/U-I/F-19-2/2017-18/298, dt.26.02.2018.
